Offense: Domestic Assault
Victim: 57 yr. old male Incident #: L24091443
Offender: James Akins, Cassandra Wilber, Samantha Ruch
Date and Time of Incident: 2:00 pm 9/17/24
Location of Incident: 208 W 5th St.
Brief Narrative: On 9-17-2024 at or around 1524 hrs., Officers responded to 208 W 5th Street #5 in reference to a disturbance call for service. Upon arrival, the officers contacted James Akins who reported Cassandra Wilber came over to his residence uninvited. James was found to be the restricted party of an active/served protection order in which Cassandra is the protected party. James claimed Cassandra punched him in the face during an argument. Prior to leaving the residence, James said Cassandra turned on the shower allowing the water to drain outside the shower causing damage to the property. Due to Cassandra contacting the restricted party of an active/served protection order in which she is the protected party, punching an intimate partner and causing damage to the property, she was placed into custody for the violations listed below. James was also placed into custody for the violations below. During the course of this investigation, Officers spoke with Samantha Ruch who provided false information to officers that impeded their investigation. Samantha was issued a citation for the violation listed below.

Offender: Keisha Lemburg
Date and Time of Incident: 10:49 am 9/17/24
Location of Incident: W. 10th St. & N Eddy St.
Brief Narrative: On 9-17-2024 at or around 1049 hrs., an Officer contacted Keisha Lemburg near the intersection of 10th and Eddy Street. Keisha was found to have an active/confirmed Hall County warrant for her arrest. Keisha was placed into custody for the violations listed below.

Offense: Terroristic Threats
Victim: 69 yr. old female Incident #: L24091478
Date and Time of Incident: 10:23 pm 9/17/24
Location of Incident: Grand Island residence
Brief Narrative: On 09/17/2024, at approximately 2223 hours, Officers responded to a Grand Island residence for a threatening call for service. Upon arriving, it was reported that on Saturday, there was a verbal altercation between the parties. During the altercation the offender mentioned he was going to burn down the other party’s house. Due to the relationship of the parties, victim does not wish to be a victim at this time.

Location of Incident: 224 E 4th St.
Brief Narrative: On 9/17/24, while investigating another forgery at Lobos Market, staff reported another forgery by the same suspect. Case is still under investigation Forgery [28-602] III FO

Date and Time of Incident: 5:39 pm 9/17/24
Location of Incident: 2207 W 1st St.
Brief Narrative: On 09/17/2024 officers responded to 2207 W 1st St reference an initial civil dispute call for service. Upon arrival an adult male advised an adult female stated she was going to drive her vehicle into a work trailer, in which the adult male was standing in, revving her engine and lurching her vehicle toward the trailer. After speaking with all parties involved a criminal offense could not be substantiated. Terroristic Threats [28-311.01] III FO

Offender: 18 yr. old male
Date and Time of Incident: 4:53 pm 9/17/24
Location of Incident: Grand Island Residence
Brief Narrative: Officers responded to the report of someone pointing a gun at the reporting party. Officers interviewed both parties and learned the suspect retrieved a realistic-looking BB gun to protect himself after the victim chased him down the street with a knife. The victim went back into his house and refused to further speak with officers. The suspect did not wish to pursue criminal charges against the victim. Terroristic Threats [28-311.01] III FO
