Offense: Child Abuse

Victim: 4 year old male & 1 year old female Incident #: L24090213
Offender: Jessica Cisse
Date and Time of Incident: 9/3/24 @ 14:31
Location of Incident: 104 Lakeview Cir
Brief Narrative: Officers were called two times to Riverbend Apartments reference a young boy outside in the parking lot unsupervised. Officers did not locate the boy during the first call but were directed to building 101 apartment 10 during the second call. The reporting party stated the boy was almost hit by car and that the boy was not wearing clothing. Upon contact with apartment 10, the mother Jessica Cisse admitted it was her son. Also present was another child. Officers requested and were invited inside the apartment to speak with Jessica and the child. The apartment was in disarray. Jessica blamed this mess on the child. Jessica admitted that her son was outside but claims that she was yelling at him to come inside. A neighbor stated that Jessica was never seen outside or heard her calling for him. It is unknown how long he was outside unsupervised. Due to the condition of the home and Jessica admitting that she cannot care for the child, both children were placed into a 48 hours hold and placed with CPS. Jessica was arrested for Intentional Child abuse and Child Neglect. 

Offense: Drugs & Protection Order Violation

Offender: Trent Robinson

Location of Incident: 1619 Coventry Ln
Brief Narrative: On 09/03/2024 at 1927 hours officers responded to 1619 Coventry Lane for a reported protection order violation. Contact was made with the victim who relayed that she had an active and served Hall County harassment order, which barred Trent Robinson from communicating with her. The victim advised that she observed Trent standing in front of her residence on the sidewalk when she arrived home and he verbally communicated with her in the driveway. Video footage confirms Trent's presence in front of the home. Trent was contacted near by and placed under arrest for the violation. During a search incident to arrest five pills were located on his person. The pills were identified as a controlled substance. Trent was later arrested for Violate Harassment Protection Order and Possession of Controlled Substance.

Offender: Eric Kissell

Location of Incident: 2107 W 2nd St
Brief Narrative: Eric Kissell was contacted during a medical event. A bag of white crystalline substance was found on Eric's person. The substance was believed to be Methamphetamine and was seized and placed in Evidence at LEC. A citation was completed for Eric for Possession of Controlled Substance.

Brief Narrative: A possible sex offense against a child was reported in Grand Island NE. Case is under investigation.

Brief Narrative: Victim reported leaving his black 2015 Jeep Wrangler parked in the 1700 Block of East 4th. When he returned later in the day, the vehicle was gone. Victim has the keys and he checked with property owner and they did not have the vehicle towed. Victim also checked with several tow companies and they did not tow it. Case is open.

Date and Time of Incident: between 8/26/24 & 9/2/24
Location of Incident: 268 S Kimball; Apt 1
Brief Narrative: On 9/3/2024 the victim reported the theft of money and a Nebraska license from inside her apartment sometime after 8/26/2024. No forced entry was reported.

Offense: Identity Theft
Victim: 51 year old female Incident #: L24090184
Date and Time of Incident: 9/3/24 @ 12:19
Location of Incident: 2316 Gateway Ave
Brief Narrative: Victim came to the police station and reported that she received a letter from the IRS that she owed money on back taxes for several different years. The victim reported that she was the victim of Identity Theft in another state in the past. Victim was directed to contact the agency where she believes the offense is occurring.
